The film follows Shoeshine as he moves from a lab experiment to a crime-fighting hero in the fictional city of Capitol City. He is adopted by a young boy named Jack (Alex Neuberger) and falls in love with a purebred show dog named Polly Purebred (voiced by Amy Adams).
