The movie has no songs (in the Tamil version, despite excellent background score), no dance sequences, and no parallel romantic track. Almost the entire film takes place in two locations: the police control room and the common man’s anonymous apartment. The tension is sustained purely through dialogue and acting.

The film unfolds over a single day in Chennai. A seemingly ordinary common man (Kamal Haasan) calls the Police Commissioner (Mohanlal) and claims he has placed five low-yield bombs across the city. His demand is not money, but the release of four militants who have been captured. However, as the conversation unfolds, his true motive becomes something far more profound: to force the system to recognize its failure in preventing terrorism and to confront the hypocrisy of how "important" people are treated versus ordinary citizens.
